A rare first and only edition of this study of Sultan Mahmud II's reforms. L.-P.-B. d’ Aubignosc (1774–1847) was the director of the Imperial Police at Hamburg and in 1798 took part in the expedition to Egypt. In April 1830 he was sent by Bourmont on the French expedition to Algeria and Tunisia, and in 1836 was sent to Constantinople. There Sultan Mahmoud II commissioned him with assisting the implementation of his projected reforms within the Ottoman state. However, after working on these for a year, his suggestions were refused and he was dismissed without receiving his promised salary. He returned to France in 1838 and published his views on the regeneration of the Turkish state in this edition of 1839. He also wrote a study of the police, 'La Haute Police, ou Police d'État sous le régime constitutionnel' (Paris, 1832).
